China's commerce ministry signaled flexibility as Volkswagen's Cupra brand secured tariff exemptions for its China-made Tavascan SUV—contingent on price floors and sales quotas. The Industrial Accelerator Act, due February 25, will weaponize public procurement to shore up domestic manufacturing amid plant closures and job cuts.
